The Architectural Review Board (ARB) at Bull Point Plantation plays a crucial role in maintaining the integrity, beauty, and harmony of our community. From new home construction to exterior renovations, the ARB ensures that all improvements align with the Plantation’s design standards, preserve its natural environment, and reflect the timeless elegance of Lowcountry architecture.
The Role of the ARB
The ARB exists to:
- Review all construction and renovation plans to ensure compliance with community guidelines.
- Preserve architectural consistency and environmental stewardship.
- Collaborate with property owners and builders to guide design decisions.
- Support the long-term vision of Bull Point Plantation through fair, consistent oversight.
All submitted plans—whether for new builds or modifications to existing properties—are subject to ARB review and a formal vote.

Bull Point’s Architectural Review Board (ARB) utilizes Smartwebs, a streamlined digital platform for submitting and managing all building and renovation applications.
Property owners and homeowners can easily upload plans and designs, submit required documentation, pay applicable fees, and track the progress of their application—all in one convenient place.
Meet Your Point of Contact: Michael Karamus
Michael Karamus serves as the ARB Administrator and is your primary contact for:
- Submitting new home or renovation plans
- Questions about guidelines or required documents
- Coordination with the ARB Compliance Office
Michael reviews all submissions from homeowners and builders and will help ensure your application is complete before review.
ARB Compliance Officer
The ARB Compliance Officer works closely with owners during the construction or modification process to:
- Ensure adherence to approved architectural plans
- Verify that design and material specifications are followed
- Maintain the standards of the community throughout the building process
This collaboration protects both the aesthetic and property value of Bull Point Plantation.

Scott and his family have a long history of construction and real estate experience. Scott has been a college level educator, administrator and college president, a business executive and a general contractor. He is also a construction draw inspector for banks and an Insurance Institute for Business & Home Safety (IBHS) Fortified home inspector. He is licensed and bonded in South Carolina.
Submitting Plans for Approval
If you’re planning to build a home or make any changes to the exterior structure of an existing residence, you must:
1. Complete and submit the appropriate ARB Application Form
2. Include architectural drawings, site plans, materials, and any supporting documents
3. Allow sufficient time for ARB review and voting
All submissions must be reviewed and approved before construction or changes begin.
